A TP Scheme is not simply a technical planning term. It can provide important context about how land, roads, infrastructure and different uses are organised within a planned development area.

Official Dholera project documents state that the developable area of Dholera SIR is divided into six Town Planning Schemes, with TP1 and TP2 forming part of Phase I. The documents also describe micro-level planning and neighbourhood-level infrastructure provisions under the TP framework.

For a residential buyer, understanding this framework can make property research more structured.

What Is a TP Scheme?

A Town Planning Scheme is a planning mechanism used to organise land and infrastructure within a defined area.

In Dholera SIR, the planned development area has been divided into multiple TP Schemes. Official project documentation states that the developable area is divided into six schemes, while TP1 and TP2 cover the Phase-I development area.

The planning framework is intended to coordinate elements such as:

NICDC describes Dholera SIR as 920 sq. km. planned development area spanning 22 villages, with a 22.54 sq. km. Activation Area forming the initial development focus.

Because the region is large, simply saying that a property is “in Dholera” does not provide enough information to understand its planning context.

TP Scheme and Land Use

One of the first things a buyer should investigate is land use.

A planned development can contain multiple uses, including residential, industrial, commercial, infrastructure and other designated areas.

Official Dholera documentation describes the Activation Area as having a mix of industrial, residential, mixed-use, recreation and tourism land uses.

Therefore, a buyer should not assume that every plot within the broader Dholera development area has the same permitted or intended use.

Before considering a residential property, verify the applicable land-use information for the specific parcel.

TP Scheme and Road Planning

Road connectivity is another reason TP information matters.

A residential plot's location is not only about its distance from a major highway. The local road network can have a much more direct impact on accessibility.

Planning documents for Dholera include road layouts and infrastructure routing as part of the Town Planning Scheme framework.

When researching a plot, therefore, look at:

  • Existing access road
  • Road width
  • Proposed roads
  • Nearby junctions
  • Connection with major roads
  • Whether the access is currently usable
  • Whether the road information relates to an existing or planned network

This helps separate actual accessibility from future planning information.

TP Scheme and Infrastructure

Another useful connection is between planning and infrastructure.

Dholera's official project documentation identifies infrastructure networks including water supply, stormwater drainage, sewerage, electricity, telecom and gas.

For a residential buyer, this means infrastructure research should go beyond asking whether a location is “developed.”

Understanding the TP Scheme is important, but it should not become the only basis for selecting a residential property.

A property with a different location or planning context may have completely different characteristics even if both properties are advertised under the broad term “Dholera residential plot.”

How Connectivity Fits Into the Picture

Dholera's larger infrastructure network is another factor that should be considered alongside TP planning.

NICDC identifies Dholera as a planned industrial city with connectivity infrastructure and a 22.54 sq. km. Activation Area where trunk infrastructure is substantially developed.

For a residential buyer, however, regional connectivity and local connectivity should be considered separately.

A plot's practical accessibility depends on its actual road connection and surrounding development.

This is why a useful site-level checklist should include:

TP Scheme + Land Use + Road Access + Infrastructure + Surroundings

rather than looking at any one factor in isolation.

Investment Research: What Should Buyers Look At?

TP Scheme information can provide useful planning context, but it should not be interpreted as a guarantee of property appreciation.

For investment research, consider the broader development story together with the property's individual characteristics.

Dholera's official project material identifies industrial sectors including semiconductors, aerospace and defence, solar component manufacturing, green hydrogen, pharmaceuticals and biotechnology, and heavy engineering.

These developments provide context for understanding the region.

But a buyer still needs to determine whether a particular residential property has the location, planning status, access, documentation and other characteristics that match their requirements.
