Your books reconcile every month. The bank feeds match, bills go out on time and payroll runs without a problem. Then your lender asks for a covenant compliance certificate, or your second location starts losing money and nobody can say why until the quarter is over. That is usually the week the bookkeeper vs controller question stops being theoretical.

The two jobs sound alike and often live inside the same software, so owners tend to treat them as one role at two pay grades. They are different jobs. A bookkeeper records what happened. A controller decides whether it was recorded correctly and tells you what it means for next quarter.

We see this handoff all the time in the bookkeeping and accounting services we run for companies between $1 million and $10 million in revenue. The books were usually accurate. The business had simply grown past the questions accurate books can answer. Below is how to tell which role you need, what each one costs, and the cheaper ways to get controller-level work before a full-time hire makes sense.

What a bookkeeper does, and where the job stops

The Bureau of Labor Statistics describes bookkeeping clerks as the people who "compute, classify, and record data" so a company keeps complete and accurate records. Day to day, that means entering transactions, coding expenses, reconciling bank and card accounts, running payables and receivables, and pulling the standard reports your software produces. The median bookkeeping clerk earned $50,670 in May 2025, according to the BLS Occupational Outlook Handbook.

A good bookkeeper is worth every dollar, and the limit of the role is scope. Bookkeeping answers "what did we spend, and with whom?" It does not set an accrual policy, decide how to recognize revenue on a job that runs three months, or explain why gross margin fell four points in March. At $1 million in revenue those questions come up a few times a year. At $5 million, with two entities and a line of credit, they come up every month.

That is the point where owners weigh three routes: hire a controller, stretch the bookkeeper into the role, or move the function to outsourced accounting, where the bookkeeping and the controller review sit with one team on one close calendar. Before picking a route, it helps to be exact about what the controller layer is.

What does a controller do?

A controller owns the accuracy of your financial statements and the process that produces them. The BLS groups controllers with financial managers and says they direct the preparation of reports that summarize and forecast a company's financial position.

In a seven-figure business that work breaks into five parts:

  • The month-end close. The controller sets the close calendar, reviews the reconciliations the bookkeeper prepares, books accruals and prepaid adjustments, and signs off before statements go out.
  • Accounting policy. Capitalization thresholds, revenue recognition on deposits and retainers, inventory costing, and how intercompany charges are recorded. Someone has to decide these once and apply them the same way every month.
  • Internal controls. Separating the person who approves a bill from the person who pays it, reviewing vendor bank-detail changes, and locking closed periods so last quarter cannot quietly change.
  • Management reporting. Profit and loss by location or product line, gross margin trends, and budget-to-actual variances with a written explanation attached.
  • Lender, audit and tax readiness. Covenant calculations, supporting schedules for a review or audit, and a clean year-end trial balance so the tax return is prepared from finished numbers.

A quick note on controller vs accountant, since the titles blur: a staff accountant does technical work inside the close, such as journal entries and schedules, while the controller owns the whole process and answers for the final statements.

When to hire a controller: six signs

1. Your close takes more than 15 business days, or never formally ends

If March numbers arrive in late April, every April decision was made with February's picture.

2. You run more than one entity or location

Intercompany transfers, shared rent, allocated payroll and consolidated statements all need a design. A bookkeeper can record them; someone has to decide how they are recorded.

3. A lender, investor or buyer reads your statements

Debt service coverage and minimum liquidity covenants are calculated from your numbers. Miss one because an owner distribution was coded as an expense, and you are having a default conversation with your bank.

4. Margin moves and nobody can explain why within a week

Explaining a variance means tying revenue to cost at the job, product or location level. That is controller work.

5. Cash-basis books no longer describe the business

Customer deposits, retainers, inventory and long jobs make cash-basis profit swing with timing. Moving management reporting to accrual takes policy decisions a bookkeeper should not be making alone.

6. Year-end turns into a project

If tax preparation opens with weeks of reclassifications, the problem sits in the monthly process.

Here is a simple self-test. Ask for last month's profit and loss by location, with a one-line explanation for every line that moved more than 10 percent, by the 10th business day of the month. If that request is hard to meet, you need the controller layer. One sign on the list is a conversation to have. Two or three means the gap is already costing you decisions.

What a controller costs, and your three options

The BLS puts the median financial manager, the group that includes controllers, at $166,570 for May 2025. That group also contains CFOs and treasurers, so a controller at a $5 million company may earn less, but it is the best federal benchmark available. Salary is only part of the cost. The BLS Employer Costs for Employee Compensation release for June 2026 shows benefits make up 30 percent of total compensation in private industry. A $166,570 salary therefore lands near $238,000 a year once benefits are included, before recruiting fees, software seats and the months it takes to fill the seat.
