How Can Businesses Make Their ERP Software Compliant With ZATCA E-Invoicing

As Saudi Arabia continues its digital transformation, businesses need to ensure their financial and accounting processes meet the requirements of the Zakat, Tax and Customs Authority (ZATCA). A ZATCA ERP system can help organizations integrate invoicing, accounting, tax management, and reporting into a centralized platform while supporting the technical requirements of electronic invoicing. With ZATCA’s e-invoicing framework already being implemented in phases, businesses must ensure their ERP software is properly configured, secure, and capable of communicating with ZATCA systems.

Understanding ZATCA E-Invoicing Requirements

ZATCA e-invoicing, also known as FATOORA, was introduced in two main phases. Phase 1, the Generation Phase, became effective on December 4, 2021. It requires taxpayers subject to the regulations to generate and store compliant electronic invoices and notes through an approved electronic solution.

Phase 2, known as the Integration Phase, started on January 1, 2023, and is being introduced in waves. It requires businesses to integrate their electronic invoicing solutions with ZATCA systems and follow additional technical and business requirements. ZATCA notifies taxpayers of their applicable integration wave in advance.

For businesses using ERP software, compliance therefore involves more than simply adding a digital invoice template. The ERP must support the required invoice data, security controls, formats, identifiers, QR codes, and integration processes.

1. Review Your Existing ERP Capabilities

The first step is to conduct a detailed assessment of the current ERP environment. Businesses should determine whether their software can generate, store, process, and manage electronic invoices according to ZATCA requirements.

The assessment should cover:

  • Invoice generation and numbering
  • Customer and supplier tax information
  • VAT calculations
  • Credit and debit notes
  • Electronic invoice storage
  • QR code generation
  • XML invoice generation
  • Security and access controls
  • Integration with external systems
  • API connectivity
  • Audit trails and transaction records

ZATCA specifically requires businesses to use compliant electronic invoicing solutions and prohibits certain functionalities, including uncontrolled access, invoice or log tampering, and multiple invoice sequences.

If the existing ERP cannot meet these requirements natively, businesses may need to upgrade the software, implement a certified integration layer, or work with an experienced e-invoicing solution provider.

2. Configure the Required Invoice Data

An ERP must capture all information required for compliant invoices. This means reviewing master data and transaction fields across sales, purchasing, taxation, and customer management modules.

For example, tax invoices generally need appropriate VAT information, invoice details, buyer information, and other required fields. For B2B tax invoices, the buyer's VAT registration number is required when the buyer is a registered VAT taxpayer. Simplified tax invoices also have specific QR code requirements.

Businesses should therefore clean and validate their master data before connecting the ERP to ZATCA. Incorrect VAT numbers, missing addresses, invalid tax categories, or incomplete customer records can create invoice errors and integration failures.

3. Support the Required XML Format

One of the most important technical steps is ensuring that the ERP can generate electronic invoices in the format required by ZATCA.

During Phase 2, compliant electronic invoices need to be generated according to ZATCA's technical specifications. ZATCA's implementation standards define the required XML structure and business information, with the requirements based on the relevant electronic invoicing standards.

ERP developers should therefore map internal invoice fields to the required XML elements. This mapping should cover:

  • Seller information
  • Buyer information
  • Invoice identification
  • Invoice dates
  • Tax information
  • Line-item details
  • Discounts
  • Totals
  • VAT amounts
  • Payment information
  • Credit and debit notes

Automating this mapping reduces manual intervention and helps maintain consistency across transactions.

4. Implement QR Code Functionality

QR codes are another important part of ZATCA compliance. Simplified tax invoices require a QR code generated according to ZATCA specifications.

For Phase 2, the QR code structure includes additional information. ZATCA's technical guidance specifies fields such as the seller's name, VAT registration number, invoice timestamp, invoice total, VAT total, and additional security-related information.

The ERP should generate the QR code automatically rather than relying on employees to create or insert it manually. Automated generation helps reduce errors and ensures consistency across invoices.

5. Add Security and Cryptographic Controls

ZATCA compliance also requires businesses to address invoice security and integrity.

During the Integration Phase, electronic invoice solutions use cryptographic controls to help establish authenticity and protect invoice information from unauthorized changes. ZATCA's guidance describes the Cryptographic Stamp Identifier (CSID) as a unique identifier associated with an e-invoice solution unit.

Businesses should work with their ERP provider or technical team to implement the required cryptographic mechanisms correctly. The system should also restrict unauthorized access and maintain reliable audit records.

Security should not be treated as a separate feature added after implementation. It needs to be incorporated into the ERP's architecture, user permissions, invoice workflow, and data-storage processes.

6. Integrate the ERP With ZATCA

Phase 2 makes system integration a central part of compliance. The ERP or connected e-invoicing solution must be capable of communicating with ZATCA's systems according to the applicable requirements.

This typically requires API-based integration and appropriate handling of invoice submissions, responses, validation results, and system errors.

Businesses should design the integration to handle temporary connectivity problems without losing transactions. Automated logging, retry mechanisms, status tracking, and error notifications can help accounting teams identify and resolve issues quickly.

7. Test Before Going Live

Testing is essential before deploying a compliant invoicing workflow across the organization.

Businesses should test different transaction scenarios, including:

  • Standard B2B invoices
  • Simplified B2C invoices
  • Credit notes
  • Debit notes
  • VAT-exempt or zero-rated transactions where applicable
  • Discounts
  • Multiple tax rates
  • Foreign-currency transactions where applicable
  • Invoice cancellations and corrections
  • Failed submissions and integration errors

Testing should verify not only whether an invoice is generated but also whether its XML structure, QR code, tax calculations, identifiers, security features, and submission workflow operate correctly.

8. Train Employees and Monitor Compliance

Technology alone cannot guarantee compliance. Employees responsible for sales, accounting, finance, taxation, and IT should understand how the updated invoicing process works.

Staff should know how to create invoices, handle corrections, respond to validation errors, and maintain customer tax information. Businesses should also establish procedures for monitoring integration status and resolving technical issues.

Regular reviews are important because ZATCA requirements, technical documentation, and implementation processes can evolve. ZATCA maintains technical guidance and developer resources for businesses and solution providers, making it important to monitor official updates.

9. Maintain Proper Records and Audit Trails

A compliant ERP should make it easy to preserve electronic invoices and associated records. Businesses should have appropriate controls for data retention, access permissions, backups, and audit trails.

Instead of allowing users to overwrite historical invoices, the system should use controlled correction processes such as credit notes or debit notes when required. This improves financial transparency and supports internal and external audits.

Conclusion

Making ERP software compliant with ZATCA e-invoicing requires a combination of technical integration, accurate tax data, secure invoice processing, and strong internal controls. Businesses should begin by assessing their existing ERP, updating invoice and customer data, implementing the required XML and QR code functionality, configuring security controls, and establishing reliable integration with ZATCA systems.

The most effective approach is to treat compliance as an ongoing business process rather than a one-time software upgrade. By regularly testing the system, monitoring official ZATCA updates, training employees, and maintaining accurate records, businesses can create a reliable invoicing environment that supports both regulatory compliance and efficient financial operations.
